Description

This Market Engagement Questionnaire jointly issued by the Royal Borough of Kensington and Chelsea (RBKC) and Westminster City Council, seeks to obtain market feedback in relation to the procurement of Life Choice and Opportunity Service for people with a Learning Disability and/or Autism in RBKC and WCC.

This Market Engagement Questionnaire is not a call for tenders or a pre-qualification exercise. The purpose of the market sounding questionnaire is to gain insight into the market for Life Choice and Opportunity Service for people with a Learning Disability and/or Autism in order to understand the level of interest and capacity of the market in relation to this future opportunity. Feedback received will be used to inform the procurement strategy and specification for the service.

Engagement process description

Your response is very important and will allow WCC & RBKC to assess the views of potential providers in the market and inform the procurement strategy. WCC & RBKC plan to finalise their procurement strategy by Summer 2025 with a view to commencing procurement in autumn 2025. It is envisaged that the new provider(s) will commence service delivery in 2026. At present these dates represent indicative timeframes only and may be subject to change.

This questionnaire will not form part of the formal procurement process. All responses are to be submitted via our e-Procurement system, Jaggaer, by 02nd May 2025. All responses received by this date will be considered but will not bind either Authority to any particular procurement approach. WCC & RBKC reserve the right to not review any responses received after the submission date.

Organisations are also invited to a market engagement event which will provide further insight of the requirements, the services, indicative timescales and procurement approach. The briefing will most likely be held virtually via Microsoft Teams in May 2025.
