This is a notice to inform the market of the intention to commission a contract for the Provision of a Non- Custodial Services For NHS England – East of England.

two.2.4) Description of the procurement

This is a notice to inform the market of the intention to commission a contract for non custodial services in the East of England. This will be a through a competitive process separated into Lots.

This process is intending to commission a high quality, efficient, sustainable and cost-effective Liaison and Diversion (L&D), Mental Health treatment Requirements (MHTR) and RECONNECT Services for patients in England including that within East of England regions. Current contractual arrangements are due to expire on 31/03/2024. The Aims of the service are

•Secure a high quality and integrated Liaison and Diversion (L&D) and Mental Health Treatment Requirements (MHTR) Service for BLMK, C&P and Herts regions from the most economically advantageous bidders
•Secure a provider to deliver a high-quality service which meets the needs of all stakeholders such as policing authority, judicial authorities (such as courts) and most importantly the offenders.
•Find a provider who is able to work effectively and in partnership with various authorities managing offenders such as police and courts.
•Find a provider who is able to work effectively and collaboratively with the established services within a secure setting to provide service sustainability
•Establish contracts that improve access, reduce health inequalities and facilitate choice.
•Secure a provider who will improve the economic, social and environmental wellbeing of venerable people in the criminal justice system and the community.
•Secure a high quality and innovative Regional RECONNECT Service
•Find a provider provide seamless transition of care from prison to community healthcare services via RECONNECT, preserving the health gains made in custody

Lot 2 – Bedfordshire Luton and Milton Keynes L&D and MHTR - Annual Value £1,788,563
Lot 3 - Hertfordshire L&D and MHTR - Annual Value £1,450,873
Lot 4 - Essex L&D - Annual Value £2,214,917
Lot 5 - Regional RECONNECT Service - Annual Value £1,920,000
