The procurement of an Expert IT Witness, leading a team who will

i. Analyse c 70 000 log files by a relevant professional/team to aid understanding of the key themes evidenced within the logs and interpretation of these issues as a clear narrative for the benefit of the Chair to the Inquiry (Sir Wyn Williams) and ultimately for the progress of the Inquiry's work; and

ii. Analyse around 10,000 key business and process documents identifying significant points and accountability, with reference to your expert judgement and the Inquiry's key areas to resolve (List of Issues refers).

iii. Produce a written report prior to the hearings in September, which sets out the key points in (i) and (ii) above

iv. Provide an Expert witness with relevant expertise must be available to be cross-examined on findings in the September hearings. They will attest to the veracity of their work, and answer questions on it.

0 bidders stated their interest, both in terms of capability, lack of conflict of interest, previous experience or capacity. Therefore, a direct award was deemed appropriate.

0 bidders responded positively, due to lack of capability, capacity, previous experience, or lack of conflict of interest.

Due to the urgency of this requirement, and the lack of an available market, it was deemed appropriate to award directly to Alix Partners, who were identified through internal research.
