two.2.4) Description of the procurement

This Invitation to Tender is issued by Gloucestershire County Council (GCC) on behalf of

Ubico Ltd who are seeking suppliers to join a framework agreement for the Supply of 100% Blend Hydro-treated Vegetable Oil (HVO) using an Open procedure.

On return of all tenders following tender return deadline, all submissions will initially be evaluated on a pass/fail basis and only tenderers who have passed this stage will their price submission be evaluated. Evaluation will be based on the below criteria

(1) Selection Questionnaire (SQ) - Pass/Fail

(2) Invitation to Tender (ITT) - Price (Weekly Spot Price)

After evaluation of the ITT submissions, the four (4) tenderers who passed the SQ stage with the lowest price will be awarded onto the framework agreement.

On tender deadline, dedicated verifiers from the legal team who are independent of the evaluation, will review and release all submissions and send a notification to the dedicated procurement officer before evaluation can commence.
