HMPPS require services providing the following:

- Rape and sexual trauma focussed counselling

- Key Worker/Violence Against Women & Girls (VAWG) screening

- Independent Domestic Violence Advisor (IDVA)

The requirement will be to provide one-to-one support, counselling, advocacy, referral to appropriate services and support into community women's centres upon release.

two.2.4) Description of the procurement

The End Violence against Women Review reports that nearly one in three women aged 16-59 will experience domestic violence in her lifetime; two women a week in England and Wales are killed by a current or former partner and over half a million women are raped or sexually assaulted each year.

The government 2018 Female Offender Strategy states almost 60% of female offenders have experienced domestic abuse which is nearly double the rate of the general population. MoJ research from 2013 concludes that offenders who have experienced or witnessed domestic abuse are more likely to be reconvicted within one year of release.

The role of the supplier would be to provide support in three areas: rape/sexual trauma counselling service; independent domestic violence advocate; and support worker for gender specific services.

The service would consist of one-to-one support, counselling, advocacy, referral to appropriate services, and support into community women's centres upon release.

At this stage, we are seeking insight on the capacity, capability and appetite of the market. This exercise is purely market engagement and does not commit the Authority to any tender exercise.
