The service will work with schools to help them understand their responsibilities for and best practice in supporting children with medical needs. This should ensure that the support offered from the home school is as effective as possible, reducing the need to refer to HERS.
Should a referral to the service be necessary, the school and service will work in close partnership in the best interests of the student and to facilitate successful reintegrated as soon as possible. The HERS is not viewed as a preferable long term alternative to mainstream education provision.

four.1) Description

Explanation:
An open tender process was undertaken. One tender was received but this was rejected as non-compliant; it did not deliver the requirements of the specification around delivery of a blended learning offer (i.e. a combination of face to face, virtual and online learning opportunities).
Following negotiation with an alternative provider, who had engaged previously, but did not submit a bid, contract award has been agreed.
The provider had not submitted a bid, as they did not believe they could deliver the service within the financial envelope set by the Authority. During negotiation it became apparent that the provider had not taken into account the income element associated with delivery of the contract. Once this had been appropriately factored in the provider was able to confirm a contract price within the financial envelope.
The Council will fund one-off capital (IT) costs where required for set-up of the service, with contract dependent upon the capacity of the service, as detailed in the original Invitation to Tender. Following engagement with the Department of Education the capacity of the service was capped to 110 placements.
