two.1.4) Short description

The Contracting Authority seeks clinical services providers to deliver Neurophysiology Testing and Reporting for patients of Lincolnshire.

The services will be delivered at all Acute sites within the hospitals of United Lincolnshire Hospitals NHS Trust. The procurement consists of lots as detailed in this notice and within the procurement documentation.

Contracts will be awarded for a period of three years, with the option to extend by up to 24 months. The maximum term for this contract award is therefore five years, or 60 months. It is anticipated to award contracts and commence the services on 1 October 2021, though this is subject to change depending on the award and mobilisation period required for these services.

There is no guarantee of this activity and an annual value of £570,000 is based on previous aggregate annual spend for all lots, which is then multiplied by the maximum contract term to estimate the value of this contract. The value of the individual lots cannot be provided as the service configuration in this specification has changed from the previous method of delivery.

The length and estimated value stipulated in this notice for the opportunity is on the basis of a full five year contract being awarded, so includes the original term of three years and option to extend for the additional two years.

This is a light touch regime service and a variation to the open procurement process has been made to reduce the time for responses to be returned, and the contract start date is flexible in accordance with this notice.

two.2.4) Description of the procurement

The supplier will provide consultant sessions to the Trust in line with demand. A session for this service is a full working day of appointments between 9am to 5pm. The minimum requirements for work carried out in a session would be 14 patients. For example, a session may consist of eight simple EMG/complex NCS, four complex EMG and one SFEMG. More than one session may be requested per day and therefore more than one consultant may be required.

The role of the consultant is to:

• Undertake EMG clinics for the tests identified above (EMG, Complex NCS, Complex EMG and SFEMG)

• Provide the reports and recommendations to the referring clinician

• Provide support and clinical leadership to the Clinical Physiologists within the service

• Provide advice on clinical protocols used throughout the department

• Provide complex Evoked Potential Testing

• Ad-hoc Advice and Guidance to referrers prior to referrals being sent to the service

• Supervise the training of Clinical Physiologists in roles requiring consultant sign off of training. This could include providing on-site training for the identified tests delivered under this service, as well as reporting normal EEGs as well as undertaking and reporting nerve conduction studies. This would be expected within an allocated clinic session.

This service will be provided on an ad-hoc basis as the Trust requires additional capacity. This is an in-house service provided by ULH Clinical Physiologists, and the Trust may from time to time need additional capacity from a provider to support delivery of clinics. There is no guarantee of work for this service for the duration of the contract.

A Clinical Physiologist is required on-site at the department at any ULHT site during the core clinical hours of the service (9am – 5pm, Monday to Friday) to support both service users and Clinical Physiologists employed by ULHT. A session for this service is a full working day of appointments between 9am to 5pm. More than one session may be requested per day, requiring additional resource from the successful provider. From time to time, Saturday and Sunday working would be required under this service and the provider is expected to deliver these clinics if requested.

The supplier will provide the below investigations:

• Electroencephalographic (EEG) investigations employing current standard techniques taking appropriate action(s) where necessary. Also emergency EEG’s on ITU’s (Intensive Therapy Units), SCBU’s (Special Care Baby Units) or general wards. This could be any hospital covered by the department and appropriate action should be taken where necessary.

• EEG investigations using special techniques. These include activation recordings, recordings following sleep deprivation, recordings under administration of medication.

• Ambulatory EEG monitoring and long term EEG monitoring taking appropriate action(s).

• Nerve conduction studies for carpal tunnel syndrome and other nerve conduction studies which may be introduced to technical staff.

The provider will review neurophysiological scans and provide reports for Physiologist led-tests within the Trust, whether in-house or provided under Service 2 of this specification.

This is a remotely provided service and providers are expected to receive test data and return results and reports in an electronic format, through a secure route. Providers are expected to work on their own Information Management and Technology systems and have met the standards of the Data Protection and Security Toolkit as a minimum to handle patient data under this contract. No Information Technology will be provided to the successful provider.

The provider is required to:

- Provide reports on physiology-led tests (EEG, Evoked Potential Testing and Nerve Conduction Studies) within 14 working days, to facilitate patient results being shared within 21 working days.

- Report emergency EEG tests on the same working day and urgent EEG investigations within one working day

- Provide clinical education and mentorship to Clinical Physiologists on neurophysiology conditions, testing protocols and test outcomes, electronically through written or verbal communications
