NHS Nottingham & Nottinghamshire are seeking a suitably qualified and capable lead provider to support with the delivery of a Children & Young People's Emotional Wellbeing Early Support, Training and Consultation Service.

It is important that children and young people, however they first present with difficulties, are supported to receive appropriate help and support as early as possible to improve their outcomes. Support should be delivered through a variety of ways including face to face, drop-in sessions and online and offer a seamless experience for children, young people and their parents/carers. The service will also deliver training and consultation to professionals across the system.

two.2.4) Description of the procurement

NHS Nottingham & Nottinghamshire are seeking a suitably qualified and capable lead provider to support with the delivery of a Children & Young People's Emotional Wellbeing Early Support, Training and Consultation Service.

The provider shall:

• Ensure that children, young people and their parents/carers are offered an initial assessment to understand their emotional and mental health needs. This assessment will not only consider the view of the child/young person but also the views of the parents/carers, where appropriate.

• Ensure that children, young people and their parents/carers are offered a choice of interventions appropriate to their needs. As a minimum this will include provision including but not limited to; face to face therapeutic support, group work, drop-in sessions, online therapeutic support and general advice and guidance.

• Ensure the impact of trauma, abuse or neglect in the lives of children and young people is properly considered when identifying appropriate interventions and alternative services considered as part of the assessment process.

• Ensure that any additional vulnerability or inequality suffered by children and young people (e.g. learning disability, victim of child sexual abuse, gender) is properly considered when identifying appropriate interventions and support adapted to best meet their needs.

• Develop peer networks and groups for children and young people and parents/carers.

• Develop a social media presence to encourage engagement with services and work to reduce stigma around mental health and wellbeing.

• Work with all relevant agencies to ensure that services for children and young people with emotional wellbeing and mental health problems are coordinated and address their individual needs, providing a holistic approach and regular reviews to ensure effective progress through the care pathway.

• Ensure advice and support is readily available to General Practice, Schools and other universal services in a timely and appropriate manner.

• Provide evidence based training to non-mental health professionals across the system to deliver the best possible outcomes for children and young people

• Through consultation, identify when an intervention is required and support the referral process.

• Upskill and support the local workforce. This will include, but not limited to, GPs, 0-19 services, schools, colleges, universities and social care.

• Produce communications and training packages for online and face to face use.

• Work with system partners to ensure seamless care and support is provided, acknowledging that other services may also provide condition specific advice and training.

• Work closely with other services on the Getting Help stage of the Thrive model. This should include developing shared pathways with Mental Health Support Teams in Schools and representation at MHST Steering Groups.

Commissioners require bids for a lead provider model and encourage bidders to work with the local voluntary sector to deliver elements of this service.
