seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Following a technical review conducted by the new Director of Technology, a piece of activity was brought into the Funding space to capitalise on technological synergies. It made more economic and technological sense to integrate this system with the Funding service as this was an already mature service, rather than having a completely separate platform be developed. This merging of the two systems has led to unexpected increased contract costs to accommodate. The product backlog across the portfolio has been greatly impacted due to this activity merger.

seven.2.2) Reasons for modification

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

The incumber supplier delivers for the whole of the Funding service and has the requisite experience and understanding of the intricacies of the various services and applications within, and so were best placed to deliver the merge. To re-procure would have let to significant increased costs of handover and upskilling a new supplier. The activity was too urgent for this to be a viable option.

seven.2.3) Increase in price

Updated total contract value before the modifications (taking into account possible earlier contract modifications, price adaptions and average inflation)

Value excluding VAT: £93,000,000

Total contract value after the modifications

Value excluding VAT: £12,033,152
