The Met Office is looking for a supplier to supply a radiosondes, manual and automated launchers, and associated services for an initial period of 5 years with the option to extend up to a maximum of a further 5 years (10 years total).

The core contract value is estimated at £8.5M, but could potentially increase up to £16M if the network is increased due to other initiatives not being pursued during to contract period.

Framework agreement with a single operator

In the case of framework agreements, provide justification for any duration exceeding 4 years:

There are significant costs of change (practical testing and evaluation to assure the quality and accuracy of the proposed radiosondes, disposal/replacement, retraining, redeployment, geographic location and access to sites, particularly if an autosonde needs replacing) associated with any tender for these devices. The market is a small with relatively few players and this is unlikely to change in the short to medium term. The lifetime of the automatic launchers is in the region of 15 years and the contract will provide spares and the option for a support service as well as allowing our staff to undertake the work themselves if this makes more sense. The ability to let a contract of significant length mitigates the costs associated with the exercise.
