Under ESPO 664_21 Consultancy Services, Lot 5 Highways, Traffic and Transport, the Council
are seeking to procure the services of a Managing Consultant as defined in the ESPO User Guide.
Consultancy services are required for an experienced highways maintenance specialist who has
the ability to be involved in the following activities:-
• To lead the identification and prioritisation of an annual highways maintenance carriageway
and footway programme of work.
• To check and validate Gaist roadscape intelligence to inform the initial draft list of schemes.
• To design individual maintenance schemes including their proposed treatments.
• Working with contractors to develop programmes of work, traffic management proposals,
and establishing the appropriate permits to work.
• Checking works during construction and giving instructions to contractors and sign off upon
completion.
