two.1.4) Short description

The United Kingdom (UK) is participating in Expo 2025, which runs from 13 April 2025 - 13 October 2025 and will take place in Osaka, Japan. The overarching theme of Expo 2025 is "Designing Future Society for Our Lives". Expo will welcome visitors from all over the world, allowing countries to build extraordinary pavilions and transform the host city for years to come. The UK Pavilion will be delivered with the theme of "See Things Differently - Tomorrow, Today".

His Majestys Government (HMG) will be seeking a supplier that can Design, Build, Maintain, and Decommission (DBMD) the UK Pavilion (UKP) at Expo 2025 Osaka ("Expo") - referred to as "DBMD" throughout this notice. The DBMD supplier will bear the responsibility for the end-to-end delivery of the physical UKP, taking it through the various architectural design stages, construction phases, fit-out, maintenance and repairs during the Expo-live period, and then finally decommissioning. It is for the bidding supplier to determine its preferred organisational structure for delivery of the UKP, ensuring it aligns with the regulatory requirements for construction in Japan and Expo guidelines. However, the bidding supplier will be expected to act as an integrator for the supply chain and be the main interface with HMG.

The services that may be required for delivery of this DBMD contract could include (but are not limited to): Architectural services (including licensed Japanese Architect of Record); licensed Japanese General Construction Services; Prefabrication/Modular Build Services, Fit-Out Services; and any other services required to design, construct, maintain, repair (if required), and decommission the UKP. For clarity, the DBMD delivery model does not include requirements for full operational services (such as staffing, events, hospitality etc) during the Expo.

HMG has recently awarded a contract to a creative agency for delivery of the creative narrative, visitor experience, content design, and high-level pavilion design ideas. These design ideas are at an early stage and are construction methodology agnostic. It will be for the DBMD supplier, when bidding, to further develop designs that they will be able to construct within the time constraints and the available budget. Once appointed, the DMBD supplier will be responsible for progressing their tender response and producing full architectural designs, ensuring they align with all Japanese regulatory requirements and Expo guidelines. The DBMD supplier will therefore be taking full design liability for the pavilion that they will construct and decommission.

The Client is headquartered in the UK, however, the pavilion is to be built, maintained, and decommissioned in Osaka, Japan, so suppliers/supplier groups will need the ability to operate in both.

two.2.4) Description of the procurement

HMG intends to release the tender for the DBMD Contract for the UKP at Expo 2025 in June 2023. As part of the Tender, HMG will publish a design pack. HMG expects bidders to use their expertise and access to in-market licensed professionals to put forward solutions for the UKP that (a) can be constructed within the time constraints, (b) make use of materials that are available, and (c) can be delivered within the maximum budget.

Ahead of the publication of the Tender for the DBMD Contract, HMG would like to conduct supplier market engagement. All interested suppliers, including members of the supply chain are invited to participate. HMG will showcase the current design ideas and provide an overview of the procurement approach so that suppliers can (a) prepare in advance of this tender, and (b) ask questions and give feedback on deliverability of the early design ideas and procurement approach.
