This Prior Information Notice (hereinafter "PIN") has been published in relation to the supply of Park Security Service to the Lee Valley Regional Park Authority (hereinafter the Authority) for the whole of the Lee Valley Regional Park and the Borough of Broxbourne (hereinafter BoB) for the open spaces and parks within the Borough.The Authority and BoB currently have a contractual arrangement for their Park Security Service, which expires on 30th November 2023. Therefore, the Authority and BoB have published this PIN to alert suppliers within the supply market of this forthcoming contract opportunity.

The Park Security Service will comprise (this list is not exhaustive and is expanded within the specification): • Enforcement, including Park Byelaws • Education through developed education programmes, i.e. Dog behaviour/training etc. • Distraction activities i.e. youth programmes etc.• Engagement with Community and users of the sites and facilities.• Provide emergency back up and responses 24/7 including out of hours phone cover.• Patrolling in Open Spaces/Parklands, Buildings and Estates.• Be a visible deterrent to anti-social behaviour, recognised and approachable.• To provide additional support at peak periods for unauthorised events such as Unlicensed Music Event’s and to undertake Water Safety Patrols of open water such as rivers and lakes.• To provide additional support as required for example at events, or for venues such as campsites or at sites within the Authority’s property portfolio.• To provide daily written reports in relation to site visits in a format compatible with the Authority’s and BoB systems. • To have close working relationships across the relevant police and other emergency services areas within the Lee Valley and BoB.Interested suppliers will have the option to be invited to attend an Industry Open Day, week commencing 22nd May 2023. Further information on the Industry Open Day will be supplied at a later date once registered interest has been received.The Authority will use this Industry Open Day to:• Identify the key challenges of the contract and its requirements respectively;• Answer any questions relating to sites and venues located within the Lee Valley Regional Park or Borough of Broxbourne which interested parties have visited prior to the Industry Open Day; and• Obtain the views of the market in order to develop and finalise the Tender documentation and technical requirements accordinglyParticipation or non-participation is without prejudice to any resulting procurement process, which will be conducted competitively and this will be subject to a separate Find a Tender Service Contract Notice. The Authority envisages that the separate PQQ Find a Tender Service Contract Notice will be published May 2023 with an ITT issued August 2023.The Authority’s main objectives of the Park Security Service are:-• To deliver an effective service that will enhance the on-going safety and security requirements and operation of the Authority;• To provide a safe and secure environment for all Park users • To provide education and guidance for park users • To ensure the effective and safe management of all activities held within Authority open spaces and facilities ensuring compliance with relevant legislation and Byelaws.The primary objective will be to develop a true collaborative relationship with the Chosen Supplier, and to share our vision and values to create a safe working environment for staff and for visitors to facilities and parklands. For the avoidance of doubt, the annual estimated outline budget for this contract is 300,000 to 350,000 GBP per annum.Please note that the estimated contract value identified separately below is for initially a three (3) year period with an option to extend up to a further two (2) years and then a further two (2) years to a total of seven (7) years.NOTE: To register your interest in this notice and the planned open day please email LVRPAProcurement@leevalleypark.org.uk no later than Midday 10th May.
