Description

Cardiff and Vale University Health Board (CVUHB) is looking to implement a contract for an Energy Monitoring and Targeting System with associated resources across its estate for the following reasons:

To implement a more robust energy consumption and cost monitoring and invoice validation process including 3rd party tenant recharges.

Single supplier - technical reasons

The existing metering services within CVUHB already has Enica logging systems and compatibility is essential with the new Energy Monitoring and Targeting System. Enica have specific site knowledge and experience of all CVUHB engineering systems and infrastructure which is essential and are fully conversant and experienced with the databases of ESight, Systems Lind, TEAM's, STARK, Optima and Watercore. Enica are able to provide regular on site inspections of metering, logging systems, adjustments and basic logging/metering repairs as necessary.

In response to the above, it was decided that the company Enica would be able to provide an Energy and Monitoring Targeting System due to having logging systems on site which would be compatible with the new system. There would be no cost incurred in having to replace existing logging system equipment.

The development and implementation of an M and T system for the UHB is very complex due to the size of the Health Board. As Enica has a full understanding of UHB engineering systems, processes and procedures they are the only company able to provide the services using the existing systems.
