The successful Supplier will be required to provide a comprehensive security service.

The contract covers the scope for the provision of all security services across the College, which includes external security with the provision of manned guards, and internal security including commissionaire duties.

The contract and service requirement will be split in to two Lots:

two.2.4) Description of the procurement

The College will have the option to award each Lot individually, or to the same Supplier. Please state clearly within your submission whether you intend to submit for both Lots, or just for one Lot and whichever Lot that may be.

The duration of the contract being offered is for an initial two-year period commencing on 23 August 2023, with the potential to extend for a further 12-month period. This extension will be granted by mutual consent and on the same terms and conditions as the original contract without the right to further extend beyond the full three years.

The contract being offered within this tender will be fixed cost and on a guaranteed performance basis, ensuring that the contracted number of security hours are input into the service.

Both services are currently outsourced and TUPE is expected to apply.

The successful Supplier must ensure that their employees hold a license under the Security Industry Association:

The College is seeking a suitably experienced Supplier who has knowledge of working within the education sector, preferably within further education colleges to demonstrate the knowledge and understanding of contracts of a similar size and nature.

Ideally, the successful Supplier will have a strong operational base within the Midlands, thus allowing for both adequate contract support and operational flexibility that is to be delivered to support the contract as and when needed moving forwards into this contract term.

The requirement is to provide a safe environment for students and staff, while protecting the wider premises and assets within it. As well as delivering the day-to-day operational requirement of a well-managed College. As part of that requirement the successful Supplier is to be proactive in the management of the contract with open lines of communication. That communication must include frequent and proactively provided management information.

A robust level of management support must be provided by the successful Supplier to ensure that the detailed specification is delivered within the contract on a consistent basis within the contract period.

The Supplier may be asked to undertake works not included in this Specification. Where possible additional works should be delivered within the hours of the existing security team or, where necessary, provided by additional staff paid for on an agreed hourly basis or by a quoted fixed price.

The successful Supplier will be expected to deliver a concise and detailed method of management reporting at the end of each month, thus updating the senior management team within Joseph Chamberlain College on the contract performance.
