two.1.4) Short description

For the avoidance of doubt, this is not a Call for Competition. This is intended to initiate a soft market testing process.

Within Staffordshire the Council currently commission a single Integrated Advocacy Service model, which includes:

• Independent Advocacy under the Care Act 2014 (including for Prisoners)

• Independent Mental Capacity Advocacy (IMCA) including Deprivation of Liberty Safeguards and paid Representatives

• Independent Mental Health Advocacy (IMHA), and

• Independent Health Complaints Advocacy Service (ICAS)

This current contract is scheduled to cease on 31 st March 2022.

The main purpose of this engagement is to consider how the above services across Staffordshire can continue to be best provided in terms of geographical breakdown for the market to ensure appropriate service coverage, capacity, reliability, equality of access by all communities to achieve beneficial outcomes.

A market engagement questionnaire is available on the E tendering Proactis system https://supplierlive.proactisp2p.com/Account/Login.This is an opportunity for providers to share experiences and suggestions in delivering a range of services in the most effective and efficient way to help shape the new service model. This also includes looking at how you, as providers envisage the new Liberty Protection Safeguards potentially impacting upon you and how you deliver future advocacy services.

It is anticipated that tender documentation will be available in August 2021.
