two.2.4) Description of the procurement

Bridgend County Borough Council (the Council) is wishing to award a housing related support service, which will provide temporary accommodation and support to vulnerable service users in temporary and leased temporary accommodation.

The service will respond to the needs of and support service users to whom the Local Authority have agreed to accommodate on a temporary basis.

BCBC alongside Welsh Government recognise that as per Part 2 of The Homelessness (Suitability of Accommodation) (Wales) Order 2015 accommodating vulnerable homeless persons in Bed & Breakfast accommodation (B&B) is not suitable to meet the needs of homeless service users.

This service will assist the Local Authority to reduce its usage of B&B as much as possible, with the ultimate aim of completely eradicating the use of B&B as temporary accommodation to homeless persons.

Provision will assist the Council in fulfilling its duties under The Housing (Wales) Act 2014, Social Services and Wellbeing (Wales) Act 2014 and Well-being of Future Generations (Wales) Act 2015.

The contract period is for 3 years, commencing on 1st July 2022 with the option to extend for up to 36 months.

The service will assist with the vision of the Housing Support Grant that promotes “A Wales where nobody is homeless and everyone has a safe home where they can flourish and live a fulfilled, active and independent life”.
