The Authority wishes to engage a Supplier to act as the Estates Programme Management Supplier(EPMS) with strategic responsibility for the management, coordination and support of the Authority’s portfolio of Life Cycle Works, CAPEX programmes and Projects. The Authority has over 800 properties across England, Scotland and Wales.

The Supplier is required to provide expertise in strategic portfolio pipeline, programme and budget management on behalf of the Authority.

The EPMS will provide oversight across all types of estates projects in the Authority’s pipeline and will work closely with the Authority to ensure all project works are initiated, managed and delivered to high standards providing overall value for money and that all H&S requirements are complied with. The EPMS must seek to provide industry best practice, offer innovative solutions and independent advice.

Activities will be related to, but not limited to: Strategic Positioning; Strategic Procurement; Business Case Development; Design Management; Overview of Delivery Management; Cost Management; and Cost Tracking, Reporting and Governance.
