The tender opportunity is for the provision of a specialist marine technical consultant to support Cefas in the technical development of a range of already identified options for Cefas' future delivery at sea. This will form part of an Outline Business Case (OBC).

two.2.4) Description of the procurement

The Specialist Technical Consultant (herein referred to as Consultant) will be required to support Cefas in the technical development of shortlisted options (below) as part of the development, submission, and progression of reviews/approvals of an Outline Business Case (OBC) by 30 June 2024.

Option 1: Continued use of RV Cefas Endeavour (with no targeted investment)
Stage A: Consideration of and understanding the risks of continued use of RV Cefas
Endeavour without targeted life extension investment and working up future vessel
management approaches.

Option 2: 15-year life extension of RV Cefas Endeavour (with targeted investment)
Stage A: Expand on the initial Life Extension Report to create a Life Extension Design /
Specification for continued operation of RV Cefas Endeavour to 2048, and working up future
vessel management approaches.

Option 3: A like-for-like replacement vessel, including:
Stage A: Research Vessel Design Specification
Stage B: Procurement of Shipbuilders
Stage C: Shipyard Plan Approval
Stage D: Supervision of Construction
Stage E: Trials and Acceptance
Stage F: Guarantee Period and Docking

Option 4: An enhanced replacement vessel, including:
Stage A: Research Vessel Design Specification
Stage B: Procurement of Shipbuilders
Stage C: Shipyard Plan Approval
Stage D: Supervision of Construction
Stage E: Trials and Acceptance
Stage F: Guarantee Period and Docking

To support the development of options, it is expected that Cefas will provide Tenderers with access to Cefas Endeavour – Survey Report December 2022 (C/00634/133564/11623 Rev 1) and RV Cefas Endeavour – Life Extension Report (M/634/133564/11637 Rev 1). Both reports were authored by Houlder Ltd as part of an existing contractual arrangement.

The base contract under this procurement will only cover Option 1, Option 2, Option 3 (Stage A only), and Option 4 (Stage A only), with the contract expected to commence on or before 31 July 2023. Tenderers will also be required to provide a technical and commercial response to address the subsequent stages (Stages B to F) for both Options 3 and 4 in order to provide Cefas the option for the Specialist Marine Technical Consultancy Contract to be extended (should this be deemed appropriate by Cefas, for which it holds sole discretion). Under such an extension, the conclusion of Stage F of either Option 3 or 4 (and associated contract termination) could be expected to be as late as 31st December 2034.

For the avoidance of doubt, the OBC will be owned by Cefas, and a Business Case Support contractor (procured under a separate procurement exercise) will be working alongside Cefas and the Specialist Marine Technical Consultant to develop the OBC.
