Scope
Description
WCC Parking Service currently outsources large elements of the service, including technology, back-office processing and on-street enforcement. The Service would like to consider alternative operating models to assure the business case and to inform the procurement strategy.
It is therefore proposed to commission a short study to evaluate the costs and benefits of in-sourcing all, or part, of the Parking service, when compared to outsourcing.
