The Gas Distribution Networks have recently presented their Business Plans to Ofgem for RIIO-2 which is a five-year price control from 2021 - 2026. Ofgem issued their final determinations in December 2020 and NGTN are now in a position where we can plan to deliver the asset upgrades, we have set out in our business plan. This framework agreement is to support NGN in delivering its Regulator Major Overhaul programme of works. The scope will include interventions on assets on our Offtake and PRS sites and the contractor on this framework will need to comply with NGN's policies and procedures, including the G17 safety policy, as well as the relevant international and national construction and gas industry regulations and standards.

two.2.4) Description of the procurement

Ofgem issued their final determinations in December 2020 and NGTN are now in a position where we can plan to deliver the asset upgrades, we have set out in our business plan. This framework agreement is to support NGN in delivering its Regulator Major Overhaul programme of works. The scope will include interventions on assets on our Offtake and PRS sites and the contractor on this framework will need to comply with NGN's policies and procedures, including the G17 safety policy, as well as the relevant international and national construction and gas industry regulations and standards.

The scope of works will include, but not be limited to, the following activities:

Mechanical requirements:

• Adoption of Work Procedure NGN/PR/MAINT/2301 to cover all decommissioning, recommissioning and overhaul works

• Provision of a competent Team Leader to coordinate all works under a Form of Authority (FOA) in accordance with NGN/PR/MAINT/2301

• Undertake decommissioning/isolation activities in accordance with NGN/PR/MAINT/2301 ensuring continuity of supply by leaving at least one stream running onsite

• If an axial flow, remove the Regulator from the isolated stream (ONLY REQUIRED ON AXIAL FLOW, NOT REQUIRED ON FIORENTINI'S)

• Confirm the stream is adequately supported before regulators are taken out of line

• Complete the major overhaul of regulators, control pilots, primary protective devices, reliefs and associated equipment for each site as defined in the NGN/PM/MAINT/2 Part 3 Appendix C.

• Reinstall regulator(s). Using new gaskets and nuts/bolts as required (in line with G19 requirements)

• Complete all of the above for all regulators within isolated stream

• Procure lifting ops/equipment for larger regulators/equipment. This should be done when safe manual handling techniques are no longer adequate.

• Undertake recommissioning activities in accordance with manufacturers commissioning instructions

• Touch up painting to nuts, bolts and affected paintwork to NGN Standard as required

• Provide a full description of completed works on the required technical paperwork within NGN/PM/MAINT/2 Part 3 Appendix C.

For the avoidance of doubt all of the above shall be required for each stream on each site

Upon arrival on site, the Contractor may deem the following additional activities to be required to make the site complete:

• Replacement of any inspirator/restrictor blocks/other elements of the pressure control system (slam-shut bottle regulators L16's etc)

• Any required new pipework/impulse pipework/slam-shut cabinets/ fittings based on condition

• Minor civils activities as may be required
