The London Borough of Tower Hamlets (the “Council”), as part of its Sports and Physical Activity Strategy is seeking to appoint an operator partner (the “Partner”) that will promote, develop, and manage tennis provision within several Parks Sites in Tower Hamlets

The contract with the current operator comes to an end on 31st August 2022

The purpose of the tender is to identify a Partner who can demonstrate their ability to work with the Parks Service to drive the service and tennis development forward, and who can demonstrate a flexible approach to deliver the best possible tennis facility and services within agreed criteria and outcomes

two.2.4) Description of the procurement

The objective of the project is to contract out the management of the parks tennis facilities to a professional operator who can manage the court booking system, ensure courts are well managed, and promote tennis to residents

The contract term of 5 years will ideally make it financially viable for the operator to

• To create and administer an online booking system

• Develop an active tennis programme, with relevant coaching and competition provision

• Develop an outreach programme through schools and community groups

• Promote tennis to local residents

• Ensure all tennis courts are well managed and maintained to a high standard

The service will include offering tennis to schools and community groups, and to those who may have felt the sport may not be for them, incl. minority groups, the elderly etc.. Built in the contract will be some free court time for those unable to afford or on income support, the tender will work to incorporate this is an additional community benefit.
