Explanation:

The Department of Health (DoH) require Stenography Services for two public inquiries, DoH and CPD have exhausted all other procurement options due to timeframe and available stenography resources. This contract was therefor being awarded through the UK Public Contracts Regulations 2015 (as amended). There are allowances under the regulations to award a contract to a single supplier in cases where competition is absent for technical reasons (regulation 32(2)(b)(ii); or for reasons connected with the absence of competition for technical reasons.
