North of England Commissioning Support is working for and on behalf of NHS England and NHS Improvement and NHS North East Lincolnshire Commissioning Group (the Contracting Authorities) and is managing the request for information process to determine interest in delivering Alternative Provider Medical Services (APMS) for two locations in Grimsby, North East Lincolnshire with an anticipated service start date of 1 August 2022.
The Contracting Authority is issuing this Prior Information Notice (PIN) as a Request for Information (RFI) to engage with the market and to gather information in order to gain a better understanding of both the capacity and appetite of the market in delivering the proposed services.
The desired services must be GP led and provided by GPs, nurses and other clinical professionals and a provider must:
- Be registered to provide General Practitioner Services.
- Provide the APMS described within the standard NHS England and NHS Improvement APMS contract.
- Provide primary care medical services which will be accessible, convenient and responsive high quality, patient centred and value for money (VFM)
Primary GP services, delivered in a safe and effective manner.
- Effectively mobilise services to become operational in the prescribed timeframe.
- Deliver all services throughout the hours that will be outlined as per the APMS standard contract.
- Design services around the needs of patients and carers, ensuring they are offered more choice and a greater say in their treatment.
- Have processes in place to evaluate and continually improve on patient satisfaction.
- Have processes in place to engage effectively with the local communities.
- Participate in National Quality and Outcomes Framework (QOF).
- Be eligible for and expected to provide a range of Enhanced Services, remunerated in line with the relevant Directions as specified by the
commissioner on an annual basis.
- Promotion of healthy living with the aim of tackling the underlying causes of ill health.
- Be an active part of one of the 5 Primary Care Networks that exist within North East Lincolnshire.
It should be noted that this PIN/RFI invites individuals and organisations to express an interest in this RFI as an awareness, communication, and information gathering exercise. An expression of interest is no indication of a commitment to participate in the RFI process nor does it infer any preferential or special status on those individuals and organisations who express an interest in the RFI exercise.
NECS is utilising an electronic tendering portal (In-Tend) to manage this RFI and as such interested individuals and organisations will need to register on the portal to access the RFI documentation and submit their completed RFI.
