two.2.4) Description of the procurement

For the avoidance of doubt this is not a Call for Competition, this is to initiate a soft market testing process.

Staffordshire's County Council, Stoke on Trent City Council and The Staffordshire's Commissioners Office have a shared vision about the way in which our children should be supported when they are at risk of or experiencing child exploitation. Similarly, we recognise the need for a proactive response to children who go missing from home or care. We therefore wish to invite Providers to an engagement event where we intend to outline the need, scope, principles and aspiration of our future service whilst seeking feedback to refine our thinking prior to tender.

The aim for the future service is that it will directly contribute to the three strategic outcomes of our Pan-Staffordshire Child Exploitation Strategy:

• Children and young people are not victims of Child Exploitation.

• Children and young people are protected from Child Exploitation by parents / carers, communities, professionals and businesses.

• Children, young people and adults are not perpetrators and / or groomed to facilitate Child Exploitation.

The future service will also be responsible for the delivery of the Return Home Interview (RHI) process across the County and City in line with The Department for Education's, 2014 Statutory guidance on children who run away or go missing from home or care, Working closely with Staffordshire Police and Local Authority colleagues our intention is that RHIs will be offered to children who have been reported to the Police and accepted as missing.

The provision will offer a flexible approach to meeting the needs of children and young people aged between 0-18 years.

The Market Development Provider Event will take place from

9.30am - 11.30am on Tuesday 22nd of June via Microsoft Teams.

By attending Providers will have the opportunity to be part of:

• Shaping the vision for the future service.

• Contributing to early thinking of new commissioning arrangements and understanding the procurement timeline and process moving forwards.
