This is an Intention to Award Notice issued in accordance with Regulation 11, The Competitive Process, of the The Health Care Services (Provider Selection Regime) Regulations 2023.

The Council intends to appoint a new provider for the provision of existing nursing care and clinical oversight services at Millvina and Brushwood care homes currently being operated by the Council.

The Council intends to award a 12 month contract, with the option to extend up to a maximum contract term of 6 years.

This is an Intention to Award Notice issued in accordance with Regulation 11, The Competitive Process, of the The Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.

The publication of this notice marks the start of an 8 working day standstill period. Representations by providers must be made to decision makers by the end of the standstill period, midnight on Wednesday 9 April 2025. Any representations should be sent for the attention of the Head of Procurement and Contracts via email to commercialprocurement@liverpool.gov.uk or by post to Commercial Procurement Unit, Liverpool City Council, Cunard Building, Water Street, Liverpool L3 1AH (it is advised to use a signed for delivery service). This contract has not yet formally been awarded, and will only be concluded upon completion of the standstill period.

The decision to award was made by the Council's Deputy Chief Executive & Corporate Director for Adult Social Care and Health, Anne Marie Lubanski on 19 March 2025.
