The service provides accommodation and floating support to people who have achieved abstinence (accommodation support) or still require substance misuse support (floating support). The service enables individuals to build independent living skills so service users can maximise their outcomes and achieve and maintain independent living. The floating support element supports individuals who are still engaged in substance misuse and offers pathways into accommodation and other treatment support services.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by 27/03/2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

The decision makers for this award are the Authority's Commissioner for this service.

Conflicts of interest identified among the Public Health Consultant, Lead Commissioner and, Contract Manager: 1. The Commissioner has declared a conflict of interest but the Procurement Manager has judged this as mitigated due to the length of time passed.

Commissioners carefully evaluated the relative importance of each of the key criteria to ensure a balanced and effective decision-making process. It was determined that all the criteria should be given equal weight, reflecting the necessity of a holistic approach to service delivery. This approach ensures that no single criterion is disproportionately emphasised at the expense of others, ensuring a well-rounded and comprehensive service offer that meets diverse needs.

The decision to assign equal weighting was decided by the recognition that each criterion plays a critical role in shaping the overall effectiveness and impact of the service. Prioritising one over another could compromise the quality, accessibility, or sustainability of the service. Therefore, the selection of key criteria was made with the intention of maintaining balance across all essential aspects, ensuring that the service as a whole aligns with strategic goals and user needs.

This is a Provider Selection Regime (PSR) confirmation of contract award notice. This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. This contract has now been formally awarded using direct award process C.
