Because many properties will have bespoke issues and therefore require bespoke solutions we will be expanding our target hardening service which currently delivers a service for victims of crime in our area.

It would also cause us technical difficulties if there were more than one contractor providing the same service, which would be disproportionate to the contract and result in significant internal costs.

Explanation:

Additional funding has been received enabling expansion of the service provided it's spend this financial year and we require bespoke solutions that will take time to deliver. This was unforeseen and is time critical. It would also cause us technical difficulties if there were more than one contractor providing the same service, which would be disproportionate to the contract and result in significant internal costs. The expansion of the target hardening service is a repetition of the current contract that was advertised using the open procedure.
