Description

Leicester City Council on behalf of the Leicester, Leicestershire, and Rutland ICB wishes to commission an ADHD pre and post diagnosis support offer for adults 18 + (the 'Service').

The Service will offer support to adults 18+ with either a suspected or confirmed diagnosis of attention deficit hyperactivity disorder (ADHD). The primary function of this Service will be to offer a comprehensive programme of support, which includes a robust offer of Information, Advice and Guidance (IAG) to those who either self refer or are signposted to the Service.

The offer of support made available to those people who access the Service will include a mixture of One-to-One support, workshops, and peer support groups designed to increase knowledge and understanding of ADHD.

The schedule of workshops individuals can access will cover aspects of living with ADHD and may include the following (note this list is not exhaustive):

Peer support groups (face to face and virtual).

• All about ADHD

• Executive functions (sleep, diet)

• Life functions (relationships, work)

• Finances

• Accessing support

• Communicating needs

• Neurodiversity as a parent

• Trauma

• Addictive Behaviours

• Building resilience

• Talks from professionals

• Talks from individuals with neurodiversity

Included in this offer, we are looking to maintain the 3 existing Peer Support Groups across Leicester and Leicestershire which are currently weekly 2 hour long face to face and virtual meetings that run at various times to meet the needs of people across LLR.

If there is the demand, we would also be looking to develop new groups to meet the needs for people in Rutland.

We are also looking for the continuation of the delivery of Webinars and Workshops as detailed in the Summary.

Engagement process description

Leicester City Council (the Authority) on behalf of the Leicester, Leicestershire, and Rutland ICB wishes to commission an Attention Deficit Hyperactive Disorder (ADHD) pre and post diagnosis support offer for adults aged 18+ (the 'Service').

The Service will offer support to adults aged 18+ with either a suspected or confirmed diagnosis of attention deficit hyperactivity disorder (ADHD). The primary function of this Service will be to offer a comprehensive programme of support, which includes a robust offer of Information, Advice and Guidance (IAG) to those who either self refer or are signposted to the Service.

It is anticipated, dependent upon an engagement exercise, that tenders for this service would be sought in April 2025, to enable a new contract to begin as soon as practicable. Please note, however, that the exact date of when tenders would be sought is subject to change. The Authority is undertaking this preliminary market engagement as part of the commissioning process through conducting a soft market testing (SMT) exercise. This gives potential providers and other stakeholders the opportunity to express their interests and feed in their views. The Commissioners will use the information to appraise options and develop the Service model.

To participate in this Soft Market Testing, for organisations that may be interested, either individually or as part of a consortium, please complete the Soft Market Testing questionnaire. The link to the Soft Market Testing is expected to be shared widely across multiple suitable platforms, such as on suitable social media platforms, with the aim of promoting the preliminary market engagement further to ensure responses can be obtained from a wider range of organisations. This will assist with gaining a clearer understanding of the market for this service. This is also likely to allow for the service model to be drafted taking into consideration small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs), and potentially a large number of organisations.

This advert is regarding undertaking a Soft Market Test and therefore is not a call for competition. This process does not constitute a formal Tender or other competitive bidding process and will not result in the letting of a Contract. The Commissioners are using this process solely to test the market to gather information. There are therefore no formal criteria which Commissioners will use to judge your responses, and it is not our intention to provide any feedback.
