Newry, Mourne and Down District Council (The Council) invites tenders from suitably capable and licensed Contractors to undertake the collection and processing of paints and varnishes contained in tins and buckets from its Household Recycling (HRC) sites and their subsequent recycling and recovery for a period which may be up to four years.

The Council will work with the appointed Contractor to maximise recycling and landfill diversion rates.

two.2.4) Description of the procurement

The Council operates a Network of Household Recycling Centres to which householders may bring domestic paint and varnish to stored prior to being. collected for reprocessing and recycling.

The Council has located Service Points, at its network of Household Recycling Centres, into which the paint and varnish may be set down into receptacles to be provided by the Contractor.

The Council now seeks tenders from competent Contractors for the provision of a collection service from the sites, for paint and varnish to be collected from the Service Points and onwards distribution to end-markets which the Contractor has previously identified and agreed with the Council.

The Contractor will also arrange for the disposal and treatment of any waste containers received as part of this Tender. These containers are expected to be in the form of tins, buckets, plastic pots, etc.

The Council currently operates 10 no. HRC sites which are located throughout the District. However, only 7 of the sites accept Paint and Varnish waste, namely: Ballynahinch, Camlough, Castlewellan, Downpatrick, Kilkeel, Newry and Warrenpoint HRC sites.
