two.2.4) Description of the procurement

NHS Northamptonshire Integrated Care Board (ICB) (the “Authority”) is seeking suitable organisation(s) for the provision of integrated primary care services at two GP practices i.e., Earls Barton Medical Centre and Penvale Park Medical Centre under APMS contract arrangements.

This is a Prior Information Notice to notify potential providers of the upcoming procurement and to invite interested providers to participate in pre-procurement market engagement by responding to a market engagement questionnaire – the results of which may be used by the Authority to inform the final design of the procurement and the associated services.

It is expected that the two contracts will be under APMS arrangements for an initial period of 10 years with the opportunity to extend for a further period of up to 5 years (at the discretion of the Contracting Authority: maximum term of 15 years). The requirement is divided into two Lots:
• Lot 1: Earls Barton Medical Centre – the practice currently has a list size of 5,454. The indicative annual contract value for this Lot is approximately £520,289 (excluding VAT) plus £52,028 in the first year which is the APMS Premium expected to contribute towards set up costs.
• Lot 2: Penvale Park Medical Centre – the practice currently has a list size of 3,296. The indicative contract value for this Lot is approximately £314,424 (excluding VAT) plus £31,442 in the first year which is the APMS Premium expected to contribute towards set up costs.
Please note that currently the two sites have primary care medical services delivered under one contract. The contract sum split detailed above is therefore based on past experience but proportioned across both sites based on capitation to give an indication of possible income. There is no guarantee that they will remain at these levels in the future i.e., they may increase or decrease. Interested organisations have the flexibility to bid for one or both Lots. Providers are encouraged to respond to the market engagement questionnaire to provide feedback on the options available. It is currently envisaged that the procurement opportunity will be published around mid-July 2023.

The Authority is inviting interested providers to register their interest in the future contract opportunity/ies by expressing their interest in the project on the Atamis e-tendering system via the link provided (https://health-family.force.com/s/Welcome). Once registered, providers will be able to access the project messaging area where they can find a suite of documents supporting the Market Engagement Questionnaire (MEQ).

The Authority requests interested providers to consider the questionnaire and to provide the completed questionnaire response no later than 12noon on 04th May 2023. The Authority may use the information provided by interested providers in the design of the procurement process, the lotting strategy and structure and in the finalisation of the service specification and associated documents ahead of the tender stage.

Interested providers can access the documentation via the portal and are invited to use the portal messaging facility to:
a) ask clarification questions within the provided template as required for the Authority’s consideration during this pre-procurement market engagement phase and,
b) for their final submission
