Applications are invited from Providers who wish to be included in the Flexible Purchasing System (FPS) being introduced by Cheshire East Council for the provision of Day Opportunities Services.

Day opportunities are services that help people’s health and wellbeing and provide the opportunity to take part in various interests and activities, meet with friends, develop relationships, obtain new skills, and enable people to make a positive contribution to their community.

They also provide respite support to carers so that they can pursue their own interests and take a break from their caring role. Day opportunities are available for a range of individuals and groups including older people, people with learning disabilities, autism, physical disability, and for people with mental health support needs.

The service will be available for individuals aged 18+ with appropriate eligible social care needs.

Cheshire East Council aims to deliver services that are in areas that are either in borough, or in areas that are convenient for service users to get to. Therefore, if you only intend to deliver services that are in areas that do not fall within this requirement you will not be considered eligible to be appointed to the FPS.

At the point of entry to the day service, there would be a focus on what people want to achieve (outcomes) and help for them to achieve their personal aspirations. The enablement phase could be time limited (for example up to 12 weeks) and would focus on developing or regaining skills; promoting independence and helping people to connect to their communities. This phase would be suitable for service users with low support needs.

This Flexible Purchasing System is a fully-electronic process used by public sector bodies to award contracts for works or services. The use of an FPS to award such contracts ensures that the end-to-end procurement process is competitive, fair and transparent. Suppliers must meet the minimum Selection Criteria for entry onto the FPS. There are no other restrictions on who can or cannot join the FPS. Suppliers may apply to join at any time during the lifetime of the FPS, however, applications will only be evaluated twice per year in the first year and at least once per year for each subsequent year.
