NHS Arden and Greater East Midlands CSU (AGCSU) on behalf of NHS England and NHS Improvement - Specialised Commissioning Team (referred to as the

Commissioner) is inviting suitably qualified and experienced providers to deliver the Specialised Critical Care Ambulance Transport Services for the East Midlands region and the West Midlands regional Adult Critical Care Transfer service.

NHS Arden and Greater East Midlands CSU (AGCSU) is acting as an agent for and on behalf of the Commissioner and is supporting the procurement process. NHS England and NHS Improvement - Specialised Commissioning Team are the

contracting and commissioning authority for the contract resultant from this

procurement and the contract will be held between them and the successful bidder.

two.2.4) Description of the procurement

The key objective of this procurement is to select a provider for delivering the specialised critical care ambulance transport services, to support:

• Neonatal critical care (NCC);

• Paediatric critical care (PCC); and

• Extracorporeal Membrane Oxygenation (ECMO) services for paediatric and adult

service users.

In addition, by commissioning a combined Critical Care Ambulance Transport for NCC,

PCC and ECMO pathways the Commissioner(s) would like to attain the following:

• Improve clinical care and safety for patients,

• Improve patient experience,

• Improve performance against KPIs included within the service specification,

• Improve activation times as a result of dedicated ambulance resources,

• Enhance mainstream 999 ambulance service performance by commissioning a

dedicated service, thus reducing the demand upon emergency resources being

utilised for retrieval activity,

• Increase retrieval service resilience for the NCC, PCC and ECMO pathways in the

East Midlands and West Midlands regions,

• Increase Emergency Preparedness Resilience Response (EPRR) regional and

national response capacity for Major Incidents and system capacity issues,

• Connect the transfer teams to clinical hubs via secure vehicle video and

telemedicine link and provide them a consultant level remote decision support.
