Section four. Procedure

four.1) Description

four.1.1) Type of procedure

  • The procurement falls outside the scope of application of the regulations

Explanation:

The services required fall within schedule 3 of the Public Contract Regulations 2015 (SI 2015/102) and therefore are not bound by all of its requirements.

The service is currently undergoing reshaping to meet independent review recommendations. Continuity and consistency of accommodation and support for vulnerable services users with mental health needs are paramount.

The COVID-19 Pandemic has place extraordinary pressures on health and social care services, together with service users in lockdown restrictions. This has meant it has been unable to implement the new commissioning model. This further direct award ensures the best interests and the well being of the Service Users are protected.

Given the complexity of the provision, welfare of vulnerable service users and that the Council is working towards implementing the new commissioning model, the only valid short term option is to extend the existing provisions by a short term direct award of 12 months till 31.3.22
