two.2.4) Description of the procurement

The United Kingdom (UK) Ministry of Defence ("Authority") is seeking to procure new ships for the Royal Fleet Auxiliary ("RFA") and Royal Navy (“RN”) (the "Procurement"). These ships have been denoted the Fleet Solid Support ("FSS") ships.

The Authority’s high-level requirements for the FSS programme (the "Procurement Objectives") are as follows:

• a contract for delivery of the FSS ships;

• delivery of three (3) FSS ships by 2032;

• a forecasted outturn cost to the Authority not to exceed £1.617BN;

• integration of all ships and installation of sensitive systems subject to national security restrictions to be carried out in the UK, and delivery of UK social value;

• delivery of an integrated logistics support package and future rights to enable the Authority to compete support arrangements; and

• a ship design which minimises whole life cost, achieves sustainability objectives, and is safe and environmentally sound to operate.

The Authority requires a solid stores capability able to fully support the Queen Elizabeth Class (QEC) Aircraft Carriers into the future. The UK’s Carrier Strike Group (CSG) reached Initial Operating Capability (IOC) in January 2021, with Full Operating Capability (FOC) expected by December 2023. The FSS ships will facilitate Carrier Enabled Power Projection (CEPP), supplying the carrier-based Maritime Task Group with the stores and ammunition needed to sustain operations at the intensity and range required to meet the UK’s defence commitments.
