seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
Volition is the strategic representative of Third Sector within the governance arrangements of the Leeds health and care system and is regarded as an equal partner alongside statutory city leaders and at a West Yorkshire Level. The activity is funded on the basis that it improves joint working between the health and care system and the Third Sector in Leeds, and thus better supports clients and improves outcomes. The additional work is reliant on using the processes and pathways already in place within that service and with partner agencies and deliverables could not be achieved by introducing another provider without causing significant inconvenience or substantial duplication of costs for the Council.

The variation is being requested in accordance with the provisions of Regulation 72 (1) (b) (i) Modification of contracts during their term - Public Contracts Regulations 2015 which allows a
contract to be modified if there is a need for additional services due to unforeseen circumstances (subject to 50% maximum increase in initial contract value) "where all of the
following conditions are fulfilled:
(b) for additional works, services or supplies by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor:
(i) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement;
and
(ii) would cause significant inconvenience or substantial duplication of costs for the contracting authority provided that any increase in price does not exceed 50% of the value of the original contract.
