Single supplier - technical reasons
The Authority intends to award a contract to 4C Europe UK Limited (4CS) for a Service Support Agreement and Specialist Technical Support to enable the continued sustainment and exploitation of EXONAUT, the Collective Training Exercise Management System (CTEMS) used across the Army and other Front Line Commands to provide planning and exploitation of data to enhance collective training (the Contract).
The Contract is intended to be for a duration of 3 years commencing on 01 November 2025, with 2 x 1 year option periods. The duration of the Contract aligns with the Training Measurement and Evaluation project within the Collective Training Transformation Programme (CTTP) which will eventually deliver the full training measurement and evaluation system with an estimated Initial Operating Capability in 2026 and the Full Operating Capability by 2031. The value of the Contract (including option years) is estimated to be £22.5 million inclusive of VAT.
It is considered that this contract can be awarded in accordance with the justification set out in paragraph 6 of Schedule 5 to the Procurement Act 2023 where competition is absence for technical reasons.
The Authority has a perpetual Enterprise-wide licence to use the EXONAUT CTEMS and its continued use for the proposed period is necessary to ensure the safe functioning of the Armed Forces as current training operations are using this software.
The Service Support Agreement will provide the Authority with patches and updates to the CTEMS software when new versions are developed and released. It will also include access to 2nd line support that allows IT and software issues to be resolved as quickly as possible across the worldwide footprint and will deliver training to ensure that full functionality of the software is exploited.
The Specialist Technical Support will provide teams of personnel who deploy to the Collective Training Establishments (CTE) for each exercise to advise CTE staff and Observer Coach Trainers during the exercise. Contractor staff deploy to the CTEs to troubleshoot issues, provide training and assist with the use and management of the system.
4CS are the Original Equipment Manager of the software and owns the background IP to the generic modules and source code and are the only economic operator with access to the software code. As such, it would be technically impractical for any economic operator other than 4CS to fulfil the requirement.
