two.2.4) Description of the procurement
The UK has supported developing country negotiators in international climate negotiations since 2012. This evaluation seeks to understand what change has happened as a result of this long-term support and whether or not the UK's current approach to negotiations support through the Climate Ambition Support Alliance (CASA) is on track to achieve its intended outcomes and impact. The results of this evaluation will inform the design of future UK support to developing country negotiators.
Deliverables include:
• Understanding the effectiveness of the UK’s long-term support (2011-2022) to climate vulnerable country negotiators in achieving a fairer, more inclusive negotiations process that enables the meaningful participation of climate vulnerable country negotiators;
• Understanding the effectiveness of the design and delivery of CASA phase two (from 2022-2025) against its intended outputs and outcomes, as the UK’s current technical assistance programme for climate vulnerable country negotiating groups; and
• Informing the evolution of CASA and thinking on the future of the UK’s support to climate vulnerable country negotiating groups.

Description of renewals
The initial contract term is 24 months and £400,000 in value. This contract may be extended beyond the initial term by up to 36 months and £400,000 (exclusive of UK VAT but inclusive of any overseas VAT and taxes) in value.
