two.1.4) Short description

This notice is placed as a Prior Information Notice in order to facilitate engagement with potential providers, and relates only to pre-procurement market engagement This notice is an information gathering exercise rather than a call for competition in its own right, and therefore publication or response does not commit Surrey County Council, NHS England or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest. The Commissioners will not be liable for costs incurred by any interested party in participating in this exercise. The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 (the Regulations) which are not subject to the full regime of the Regulations, but is instead governed by the Light Touch Regime contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).Surrey County Council, in partnership with NHS England and NHS Improvement South East, are seeking to re-tender Sexual Health and HIV services for the County of Surrey. Sexual Health services are statutory services which Local Authorities are required to provide as part of their Public Health responsibilities.

two.2.4) Description of the procurement

This is a joint re-tender with NHS England and NHS Improvement South East, and Surrey County Council for Sexual Health and HIV services. It is anticipated that the new contracts will commence during the spring of 2022 and will have a contract length of 60 months with an option to extend for a further period of 24 months.The two services will be commissioned from a single provider and will be delivered via separate contracts, with the County Council holding a contract for Sexual Health Services and NHSE/I responsible for the HIV services. Sexual Health services are statutory services which Local Authorities are required to provide as part of their Public Health responsibilities.At this time, the Commissioners would like to determine the level of provider interest from all sectors (including voluntary and third sector) in preparation for a forthcoming market discussion. Expressions of interest are welcome from providers who may be interested in bidding for these services, either in their own right or as a subcontractor or partner.This market discussion is being carried out by Orbis Procurement on behalf of the Commissioners.
