This procurement is being conducted in accordance with the Public Contracts Regulations 2015. The procurement is subject to the light-touch regime under Section 7 Social and Other Specific Services. Under Regulation 76 the Council is free to establish a procedure, provided that procedure is sufficient to ensure compliance with the principles of transparency and equal treatment of economic operators (service providers).
There are more than 90,000 children and young people living in Newham. We believe all children and young people in Newham should have access to the best Youth Services in London - providing them with spaces to enjoy, support to achieve their best, and opportunities to make a difference in their community.
To support this the Newham Youth Empowerment Service (YES) is seeking to re-commission their youth services. All provision will be underpinned by the National Occupational Standards for youth work and the United Nations Convention on the Rights of the Child.
Four lots are available for this tender: three lots to cover specified geographical areas and one lot to deliver borough-wide youth activity for young people with SEND (Special Educational Needs and/or Disability).
Delivery will start from 1 Oct 2023 with a contract period of up to 3 years and 6 months, with annual break clauses for years 2, 3 and 4.
The total budget for this tender covering all Lots is £2.8 million.
