Transport for London Limited is undertaking its pre-procurement market engagement exercise through the publication of a Market Sounding Questionnaire (MSQ) and an Industry day on 27-May-2022 at Endeavour Square. The intention is to raise market awareness of the potential opportunities associated with the Elephant & Castle Station Capacity Upgrade (ECSCU) procurement and to gauge the market appetite, capacity and capability and the general level of interest in this opportunity.

two.2.4) Description of the procurement
Elephant & Castle Station Capacity Upgrade is a key element of the Mayor’s 2018 Transport Strategy to deliver step-free access and capacity improvement across the London Underground network. The station upgrade forms part of the wider redevelopment of Elephant & Castle and is essential to support the delivery of over 10,000 new jobs and 5,000 new homes across the Elephant & Castle opportunity area.
The Elephant & Castle Project Requirements set out to achieve the following;
- Provide a new integrated ticket hall integrated within the Elephant & Castle shopping centre redevelopment, replacing the current Northern Line ticket hall and entrance, and safeguarding for future planned upgrades to the Bakerloo Line.
- Deliver enhanced capacity to support long term growth across the Elephant & Castle Opportunity in the E&C area to meet projected increase in NL demand for year 2031 (+30%) to support the projected new homes and jobs.
- Optimise passenger journey times
- Provide Step-Free Access (SFA) from street to train (both NL platforms)
- Improve emergency evacuation conditions for the Northern Line areas
- Improve ambience and passenger experience
- Deliver in two Stages, early enabling and civils construction (Stage 1) and fit out/bringing into use (Stage 2)
TfL will be seeking a supplier to deliver Stage 1 as part of this procurement process of the ECSCU Project and this will include;
- the construction of new connecting passenger tunnels between the box and the existing NL platforms including the associated enabling works.
- to complete the last remaining civil sections of the station box temporarily omitted to assist the tunnel construction.
- to undertake an element of post tunnelling ancillary MEP works to reinstate assets within the existing station.
The Tunnelling works will be supported through the delivery of a pre tunnelling ancillary MEP works package.

This PIN is not a call for competition and is not published with the intention of reducing any time limits for the receipt of tenders. The procurement process for the ECSCU contracts may be launched in due course by the publication of a further contract notice in the FTS. Transport for London Limited reserves the right not to commence any procurement process or award any contracts in respect of ECSCU and to amend the requirements stated in this notice (including any arrangements for the industry day). The decision to accept the registration of any economic operator to the industry day shall be Transport for London Limited's and final. Non-participation in the industry day (or any other market engagement) shall in no way prevent any supplier from participating in the procurement process in due course.
