two.2.4) Description of the procurement

Provision of out of hours, GP delivered, primary care services to ensure patients across Bury have access to essential GP services. Provision of clinical expertise and capacity to supplement existing primary network. Service includes clinical support to current priority population health management during the COVID-19 pandemic response: COVID management service; Community COVID Pulse Oximetry; Swabbing services. The service contributes toward the development and implementation of urgent care transformation across Bury, acting as critical partner, and through LCO membership, progress further development of recent local clinical initiatives including: Greater Manchester Clinical Assessment Services (CAS); Urgent Treatment Centre (UTC)); and Pre-Emergency Department (ED) streaming within the local Acute Hospital setting.

The contract being awarded is for an interim duration of 6 months (with rights reserved for this to be extended for up to a further 6 months - with a value of £775,000) to ensure continuity of critical out of hours services, affording the CCG opportunity to review the longer term commissioning intentions.

Explanation:

The contracting authority has assessed the supplier to be the only feasible, capable and affordable solution to ensure continuity of these essential front-line primary care services within the local footprint of the CCG, building on existing infrastructure, local assets and knowledge and using the investment to ensure optimal system sustainability both in terms of workforce resilience, and within the finite financial resources available at this time.

Observing its obligations under the NHS (Procurement Patient Choice and Competition)(No.2) Regulations 2013, the CCG has assessed the appropriateness to award this interim contract directly through a non-competitive process to secure continuity of high quality out of hours GP services for Bury patients from an incumbent provider which has been delivering and developing the current services through a recent 2-year contract. This process will achieve a critical balance between meeting the service requirements and ensure continuity of safe services within an ongoing COVID pandemic incident and satisfying necessary assurances that the provider has the capabilities to provide high quality services to local patients.

During this interim contract period, the CCG will review and assess its future commissioning requirements.

Award of an interim contract to an incumbent provider, for a period of 6 months to enable the CCG to continue and complete work to embed and review existing pathways services.

Rights are reserved for this to be extended for up to a further 6 months (12 months maximum), commencing 1st April 2021 until 31st October 2021 (possibly until 31st March 2022.

Contract value is for the maximum of 12 months, representing £775,000 for the 6 month contract.
