Nottinghamshire County Council on behalf of the Nottinghamshire ICELS Partnership is

seeking a suitably experienced single Provider to deliver the Integrated Community

Equipment Loans Service (ICELS) across the County of Nottinghamshire (including

Nottingham City) using a Framework Agreement.

The Framework will replace a contract which is expiring and will be available for use by the

following Commissioners who make up the Partnership:

• Nottinghamshire County Council

• Nottingham City Council

• NHS Nottingham and Nottinghamshire

ICELS is the mechanism by which Community Equipment is ordered, loaned, delivered

collected and maintained across Nottingham City and Nottinghamshire County. The ICELS

provides maintenance and safety checks in line with national guidance and makes provision

for facilities to demonstrate equipment. The service also provides minor adaptations work.

The aim of the ICELS is to enable clients and/or their carers to access a range of equipment

and minor adaptations according to assessed need. A fundamental principle of the service is

to promote and enable individuals to continue living independently and in their own homes.

Services purchased under this framework will be for Adults and/or Children in home,

educational or other settings.

two.2.4) Description of the procurement

This was a competitive procurement using a competitive procedure with negotiation style

process conducted in accordance with the light touch regime of the Public Procurement

2015 Regulations.

Bidders MUST have demonstrable experience of delivering services that are similar in scope

and size to those described in this tender. This includes the delivery of an ICELS type

service/s under contract to a Local Authority or Clinical Commissioning Group (CCG).

The Framework will operate for an initial term of five years with an option to extend for up to

a further five years.

In addition to establishing the Framework Agreement the Council anticipates entering into

contracts for an initial 3 call-off orders:

1) Community Equipment – Adults

2) Community Equipment - Children

3) Minor Adaptations

The anticipated initial term for call-offs 1, 2 and 3 will be 5 years, with an option to extend for

up to a further 5 years.

Further work may be called off during the life of the Framework Agreement.
