The Battle of Britain Memorial Flight (BBMF) Project Team within Defence Equipment and Support (DE&S) is preparing to initiate a competitive procurement process to award a contract for the Battle of Britain Memorial Integrated Support Arrangements Programme (BISAP) for Fighters. This contract will provide and deliver an efficient and cost-effective, long-term solution for Design, Production and Maintenance services for all BBMF Spitfire and Hurricane aircraft.

two.2.4) Description of the procurement

The Authority's scope of requirement includes:

• Design services (including production of drawings) for the aircraft, structural and airframe components excluding the core engine, engine systems and the propeller.

• Production and/or procurement of new parts, components and assemblies excluding the engine, engine systems and the propeller.

• Depth Maintenance at the Contractor’s premises – Major and/or Minor Star Maintenance, i.a.w relevant publications/work cards, whole aircraft surface finish, NDT and the rectification of all faults found.

• Repairs, modifications, Contractors Working Parties at RAF Coningsby and the Maintenance, Repair and Overall (MR&O), of airframe, mechanical, avionic, and electrical parts, components and assemblies.

• Post Design Services (PDS) support.

• Facilities and capacity sufficient to carry out Depth maintenance for 2 aircraft simultaneously.

• A requirement to maximise Fighter aircraft availability to BBMF during the display season (Apr – Oct) and manage maintenance activities by aligning them to the BBMF winter maintenance period (Oct – Mar).

The Contractor (and/or sub-contractor as appropriate) supporting BBMF Fighters will be required to hold as a minimum appropriate BCAR approvals (A8-21 [Design and Production] and A8-23/24) from the CAA at Contract Award. Contractors will be required to gain approval from the Military Aviation Authority under their DAOS (Design) and MAOS (Maintenance) Schemes during the initial 18-month period from Contract Award. Contractors will be required to hold a recognised and accredited Quality approval such as ISO9001:2015 or equivalent acceptable to the Authority for the full scope of activity within BISAP-Fighters at Contract Award.

The Authority aim is to carry out competitive tendering activity starting in Q3 2023, the start date for procurement activity in this PIN provides an indicative date only. Whilst further analysis is needed, which could affect the value of the Contract, an indicative 10-year total is in the range £15 to £20 million dependent on the final scope taken forward.
