Renfrewshire Council has an existing framework for the provision of Care at Home Services under the direction of Renfrewshire Health and Social Care Partnership.
Renfrewshire Council is reviewing the future approach to commissioning and procurement of this Service beyond February 2024. In the first instance, interested parties are invited to complete a short questionnaire, attached to this notice.
The deadline for completion and submission of this questionnaire is 12:00 on 09 May 2023.
This initial engagement will be used to inform the approach to take for future Care at Home Services and may be followed by further market engagement activities in accordance with Regulation 41 of the Public Contracts ( Scotland) Regulations 2015, as amended.
Full details of the requirements and proposed contract will be published by Renfrewshire Council in the contract notice and procurement documents.
The decision to use any feedback or comments received from this questionnaire or any further engagement rests with Renfrewshire Council.
Renfrewshire Council is under no obligation to accept them, and any decisions taken following this engagement are made by Renfrewshire Council in accordance with the applicable law.

Care at Home Services in Renfrewshire are commissioned by the Council under the direction of the Renfrewshire Health and Social Care Partnership (RHSCP).
The nature, level and duration of supports vary depending on the Service User’s level of care and support requirements. The Service is person centred, flexible, responsive, supportive and empowering and reflects the needs, outcomes and aspirations of Service Users, their carer(s) and families.
The Service is delivered 24 hours per day, 52 weeks per year including public holidays. The size of each individual package of care varies and is dependent on the individual’s assessed needs and outcomes.
Those in receipt of the Service will be predominantly people aged 65 and over and by exception other adults with relevant support and health needs, families with children and other vulnerable groups with housing support needs.
Support and health needs, include but are not limited to:
- Physical frailty
- Sensory impairments
- Dementia
- Complex care needs
- Vulnerability
- End of Life and Palliative Care
- Learning difficulties
- Physical disabilities
- Addiction problems
- Mental health difficulties
