seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

In order to ensure continuity of services, the contract value required an uplift of £2,689,950 in August 2023.

seven.2.2) Reasons for modification

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

DWP’s Health category are procuring IT services to support Personal Independence Payment (PIP) assessments as part of a wider Functional Assessment Service (FAS) programme. As part of the strategy for this programme, DWP will provision the network services rather than the health assessment providers.

Purchasing these services from a different supplier would cause interoperability and interchangeability issues with existing services and installation as they’re already being provided by BT. To avoid technical issues such as running multiple OEM solutions within one site, and to avoid duplication of costs as at the time of this modification DWP were already sourcing the replacement contract for MLOSS, a modification was required to uplift the contract spend so that sites in scope for FAS could be implemented via MLOSS.
