two.2.4) Description of the procurement
There is a duty on Clinical Commissioning Groups to support choice of provider options for people accessing mental health services, in the same way we support choice for physical health/planned care services.
NHS Calderdale CCG (CCCG) is seeking to increase choice of providers of assessment for all age (pre-school children, school-age children & young people, and adults) Neurodiversity. (Autism Spectrum Disorder/Attention Deficit Hyperactivity Disorder). The intention is to create direct contractual arrangements with multiple providers via the Any Qualified Provider procurement process to support the smooth, seamless, and effective provision of choice for children, young people and adults.
Details of providers who successfully complete the AQP process will be shared with service users, carers, partners and stakeholders. In doing so, the intention is to enable GPs, or professionals in a single point of contact, to make appropriate referrals directly to successful providers, should they wish.
NHS Calderdale CCG (CCCG) invites expressions of interest (EOI) from suitably qualified and experienced service providers to provide Neurodiversity (ASD/ADHD) assessments in accordance with NICE Guidance for people in Calderdale.
Lot 1: Pre-school age ASD Assessments (children aged 0-6 years)
Lot 2: School-age Neurodiversity (ASD and ADHD) (children and young people aged 5-18 years, or up to 25 yrs if SEND)
Lot 3: Adult Neurodiversity (ASD and ADHD) (aged 18 years and above)
Providers will ensure:
• Their service(s) are high-quality, clinically appropriate, cost effective and efficient.
• Appropriate Clinical oversight is provided for the service.
• Their service(s) are flexible, inclusive, accessible and meet the needs of the diverse population of Calderdale and people who experience inequality. This includes offering services via a blended approach based on what is clinically appropriate and the individual’s preference i.e. in person, and/or by telephone and/or digital.
• Staff providing the services must include suitably qualified and experienced professional (in accordance with good practice and National Institute for Clinical Excellence (NICE) Guidance. Providers must show that appropriate arrangements are in place for maintaining and updating relevant skills and knowledge for supervision.
• They work in partnership with neurodivergent young people, their family/parent carers and other partners to support the young person’s move towards adulthood (where appropriate).
• They establish links with local partners to support the delivery of seamless and system-wide approach to neurodiversity, including a ‘Neurodevelopmental Choice Navigator’, a unique independent role established in Calderdale to help people make informed decisions about choice in neurodiversity assessments.
• All premises and equipment meet required safety, quality, infection, prevention and control standards, and offer a suitable, safe and welcoming environment for people using the service and their carers/relatives.
• Services deliver positive outcomes for children, young people and/or adults.
• Treatment and care – prescribing: In order to ensure prescribing is effective, efficient and high quality, CCCG wishes to co-design prescribing pathways with those providers whose bids are successful via this AQP process.
To Note: In order to guarantee payment of invoices for prescribing costs by the CCG, the provider must first agree prescribing pathways in collaboration with the CCG
