Caerphilly CBC is issuing this modification notice to extend the validity period of its existing Dynamic Purchasing System (DPS) for the Provision of Technology & Associated Services.

The DPS was last published on 16/09/24 and scheduled to expire on 23/02/29.

The new expiry date will be 23/02/29.

This modification does not alter the scope, structure, or terms of the DPS. Suppliers may continue to apply for admission during the extended period.

The Dynamic Purchasing System (DPS) for Technology and Associated Services will be extended to 23 February 2029.

This extension applies to the following lots:

Lot 1 – Core Network Infrastructure

Lot 2 – End User Devices

Lot 3 – Teaching & Learning Tools

Suppliers already admitted to the DPS do not need to re‑apply. They will remain on the DPS until its re February vised expiry date, provided they continue to meet all participation requirements.

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The modification is required to extend the duration of the existing Dynamic Purchasing System (DPS) for Technology and Associated Services. Under the transitional provisions of the Procurement Act 2023, DPS arrangements established under the Public Contracts Regulations 2015 may continue to operate until the nationally mandated cut‑off date, after which all legacy DPS must conclude. Government guidance confirms that existing DPS may continue during the transition period but must end no later than 23 February 2029, irrespective of any originally intended end date or extension options.

This extension ensures continuity of service and maintains an efficient and compliant route to market while the authority prepares for migration to the new procurement mechanism—Dynamic Markets—introduced by the Act. It does not alter the scope of the DPS, the nature of the services, or the overall structure of the procurement, and it does not affect supplier participation rights; all suppliers currently admitted may remain on the DPS subject to continued compliance with the original requirements.
