two.2.4) Description of the procurement
Introduction
Southern Waters Water Resource Management Plan 2019 (WRMP19) proposes the provision of
Water Recycling to support existing water resources in drought events up to a 1 in 200 year
return period. From this plan there is a requirement for the Design, Construction and potential
operation of four Water Recycling Plants (WRPs). Southern Waters long term strategy, includes
further utilisation of the water recycling process, AMP8 and beyond. Two of the projects set to
pioneer the application of water recycling within the UK are to be constructed close to Maidstone
and one close to Littlehampton. The plants are required to be constructed and commissioned by
31 March 2027. Permitting of the discharge consent for the recycled or waste stream water has
not yet been commenced.
Project overview
Littlehampton WRP
The plant will treat flows from an existing coastal wastewater treatment works. The WRP will be
required to produce up to 25Ml/d of recycled water suitable for discharge to an inland water
course. Waste products will be treated and discharged to an existing long sea outfall.
The design and build of the transfer pumping station and main is the subject of other contracts.
Maidstone WRP
The plant will treat flows from an existing wastewater treatment works. The WRP will be required
to produce up to 21.5Ml/d of recycled water suitable for discharge to an inland water course.
Waste products will be treated and either discharged via an existing outfall or transferred to a
nearby WTW for dilution and treatment.
The design and build of the transfer pumping stations and mains is the subject of other
contracts.
Services required:
. The design and construction of the Biological Treatment process, this is expected to be MBR or
equivalent to enhance the existing treatment. This shall include additional sanitary and nutrient
removal treatment prior to the Advanced Water Treatment.
. The design, construction and potential operation of Advanced Water Treatment ((AWT) e.g.,
Reverse Osmosis, UVAOP, Remineralisation). Design of the Advanced Water Treatment shall
enable the discharge of the treated water into an inland water course.
. Definition of the design envelope of the flows and loads to be transferred by the pumping
station and transfer pipelines contracts.
. Design services for the provision of information and in partnership with SW negotiate and
secure all permissions, permits and consents that may be required for the WRP, including any
amendments until the plant has achieved client acceptance.
. It is expected that the contractor will provide operational services over a defined period that will
correspond to the first replacement of major plant items including M&EICA components and this
is applicable to the AWT supplier as well. Training of operational staff will be expected and this
training package will include hands-on training as well as any necessary certification to operate
the AWT component competently.
Delivery Strategy
The proposed delivery route for the entire programme identifies three separate packages of
work:
. Biological Treatment process: design and construction
. Advanced Water Treatment; design, construction and operation
. Pipeline: design and construction
The pipeline is subject to existing Framework suppliers and provided for context to the wider
programme of works. The Biological Treatment process is to be designed prior to the
confirmation of the Advance Water Treatment design envelope. Therefore, the programme is to
be tendered by scope, opposed to location, progressing with the packages of work at the earliest
opportunity.
The initial package of works will be for the design and construction of the Biological Treatment
process. Design services will also be sought as part of the same package of works to support the
development for the process parameters for the AWT, in addition to support in obtaining the
necessary permits to construct and operate the AWT.
