Description
The Torquay Place Leadership Board, through Torbay Council as the accountable body, are looking for a community organisation to help support community groups, develop, monitor and evaluate business cases coming forward for Pride in Place funding. The government’s Pride in Place Programme (was Plan for Neighbourhoods) will see up to £5billion given to nearly 250 areas across the UK. Each area will receive up to £20million of funding and support over the next 10 years to make long-term improvements that residents want. Torquay is to receive just under £20million of this funding. In the summer of 2025 conversations were had with a significant amount of community groups in how to spend this money over the next decade. This helped produced a vision for how to spend the money and key themes to focus on based of community feedback. The board is looking for an organisation to continue to move these conversations forward and help develop projects into successful applications in line with the spend profile. It is looking for an organisation to help and facilitation to help bring together groups and ideas that will make a real impact in the lives of people in Torquay.

Description of possible extension:
The contract may be extended for a period of up to 6 further year(s), in increments of up to 4+2 years, or until the end of the allocated budget, subject to termination clauses within Terms and Conditions of Contract and as provided for in section 78 Implied right to terminate public contracts of the Procurement Act 2023.

Payment terms
The Authority shall make payments to the Supplier quarterly in arrears, in accordance with clause 6 Charges and Payment of the General Terms.
The Supplier shall submit consolidated invoices to include any third party charges as applicable.
The Supplier will be paid £40,000 per annum (payments will be made quarterly), with the total amount paid to the Supplier, for the initial term of the Contract, £160,000.00. This includes any associated costs with delivering this service.
The total amount paid, over the duration of the contract, and to include any possible extensions taken will be £400,000.00. Permitted extensions will be reviewed as and when required.
The price will be fixed for the duration of the contract and to include any extensions taken. Therefore, no price reviews will be available.
Description of risks to contract performance
Risk: Annual MHCLG (Section 50) payment schedule changes cause cash-flow misalignment with the programme plan for Pride in Place.
